Abstract

This report is Interim report Volume 2 for the Cost and Operational Effectiveness Analysis for Ice Patrol Mission Analysis Study. This report details the development of the alternatives that were considered by the Coast Guard, discusses the evaluation criteria and evaluation process used to select alternatives for further analysis. and identifies the specific alternatives that are to be examined in detail in Phase II of the study as determined by the Program Manager at the Alternatives Selection Meeting on October 14,1994. A number of alternatives were considered with respect to management of the IIP, models used by the IIP, data acquisition and processing, and surveillance/detection/ classification concerns as they impact the IIP mission of determining and disseminating the Limits of all Known Ice. Criteria of technical feasibility, likelihood of accomplishing the mission element, and reasonable cost were used as discriminators, along with the imperative to select three alternatives. (AN)
