Abstract

American society's widespread concern about the environment is a relatively recent development which has fueled rapid growth in environmental regulation. In 1970, there were only 500 pages in the Code of Federal Regulations (C.F.R.) devoted to environmental protection. Today, there are over 13,000 pages of environmental regulations in the Code of Federal Regulations (C.F.R.) implementing over 56 pieces of environmental legislation. In addition, many states have enacted environmental regulatory schemes that rival their federal counterparts in scope and complexity. jg p.10
