Department of Defense Base Reuse Implementation Manual.

Abstract

This Manual has been prepared by the Office of the Assistant Secretary of Defense for Economic Security OASD(ES), in cooperation with the Military Departments, and the Office of the Secretary of Housing and Urban Development, to: (1) provide supplemental guidance for those carrying out the regulations for revitalizing base closure communities and community assistance 32 Code of Federal Regulations (CFR) Parts 90 and 91; (2) identify common-sense approaches and general practices for the Military Departments to follow during various aspects of base reuse implementation; and (3) provide a common set of guidelines that allow flexibility for the Military Departments base reuse implementation teams. Manual users are encouraged to adapt the guidance in this Manual to their own installation specific circumstances. (KAR) p. 13
