The Army Pollution Prevention Program: Improving Performance Through Benchmarking.

Abstract

This report investigates the feasibility of using benchmarking as a method for improving Army pollution prevention. It defines benchmarking in its most basic terms, provides an overview of the benchmarking process, and illustrates its strengths and weaknesses by presenting three examples of benchmarking case studies. It also presents a comparative analysis of the Army prevention program in relation to 18 critical and essential elements of successful private industry programs. Lastly, it recommends a phased approach the Army could use to determine to what degree it should integrate benchmarking with other quality management tools to support the pollution prevention program, in light of present Army culture and mission area responsibilities.
