Abstract
The Software Engineering Institute's (SEI) Capability Maturity Model (CMM) is analyzed to identify its technological and economic applicability for the Joint Information Technology (JIT), Supreme Command Headquarters, Royal Thai Ministry of Defense. Kurt Lewin's force field theory was used to analyze different dimensions of CMM's applicability for JIT's organizational environment (defined by the stakeholder concept). It suggests that introducing CMM technology into JIT is unwarranted at this time. CMM fails to incorporate several dimensions of software engineering management which are particularly relevant to JIT (e.g., human resource management, software engineering methods, tools and technology constraints and the model's applicability to a small organization). Furthermore, JIT faces technological and cultural barriers (e.g., little enthusiasm among JIT's personnel for accommodating new technology and change, insufficient budgetary resources, a short-term decision time horizon which may under value the long-term benefits of software process improvement, and incongruity between JIT's hierarchial-bureaucratic management and CMM's management philosophies). However, this study may help germinate the interest of JIT's technology gatekeeper in adopting CMM in the near term.
