Abstract

Development of devices and systems for detection of explosives in passenger luggage is supported by test and evaluation. This document provides a framework for the structured implementation of developmental test and evaluation for the bulk explosives detection program. Planning considerations, general test objectives, evaluation techniques and test management controls are discussed. Guidelines are presented for preparing detailed test and evaluation plans and summary reports for each test and evaluation effort. Standard forms to be used in testing are provided as an appendix. jg p3
