Abstract

TRADOC Pamphlet 525-5, The Force XXI Operational Concept, identifies, describes, and justifies a need to '...begin now to change the way we think and organize staffs, information flow, procedures and possibly organizations.' The Combat Information Center (CIC) concept meets this need by exploring how to optimize a heavy division staffs management of information in support of the commander's exercise of battle command. To achieve this objective, the CIC concept proposes introducing a new staff organization into the division headquarters (HQ). This organization's purpose is to focus exclusively upon solving the commander's and staffs information problem--that of culling through the mountains of available information to help commanders to make timely, accurate decisions.
