Abstract

This is a report with an attached annotated bibliography. This study explores the literature for analytical techniques that can support the complex decision-making process associated with Corps of Engineers environmental projects. The literature review focuses on opportunities for using trade-off methodologies and group processes in environmental plan formulation and evaluation. The work was conducted under the Evaluation Framework Work Unit within the Evaluation of Environmental Investments Research Program. (AN)
