Abstract

This report is one of three reports that address technologies and remedial action alternatives that may be applied to the U.S. Army Materials Technology Laboratory (MTh) in Watertown, Massachusetts. This report discusses on-site outdoor areas (soil and groundwater). The second report discusses indoor building surfaces and the third report discusses surface water and sediments. The evaluation in this report was performed in accordance with the National Contingency Plan (40 CFR 300) and the Comprehensive Environmental Response, Compensation, and Liability Act (CERCIA). This report uses the results from the site Remedial Investigation and risk assessments for human health and ecological receptors. From this information, site cleanup goals and areas to be remediated were established. A variety of remedial technologies were identified and evaluated. Those applicable technologies were assembled into site remedial action alternatives. These alternatives were then evaluated in detail using CERCIA criteria. These criteria include overall protection of human health and the environment, compliance with applicable or relevant and appropriate requirements (ARARs), short-term effectiveness, long-term effectiveness and permanence, reduction of toxicity, mobility, and volume of contaminants through treatment, implementability, and cost.
