China Imports Technology: Policy and Performance.

Abstract

The study explores options open to Chinese leaders in their efforts to manage technology transfer. It demonstrates the consequences for technology transfer of various policy choices in such fields as import controls, laws on joints ventures, and devolution of planning authority to provincial and municipal leaders. The implications of the drive for technology transfer for China's domestic economic policy and foreign trade policy are discussed.
