OC-135B Open Skies (Phase 2 Upgrade) QOT&E Test Plan,

Abstract

This plan contains procedures for the qualification operational test and evaluation (QOT&E) of the OC-135B Open Skies Phase II Upgrade. The purpose of the QOT&E is to assess user satisfaction and operational suitability. The QOT&E will be conducted using operationally representative observation missions planned by the On-Site Inspection Agency (OSIA). HQ Air Combat Command will use the results to support a full operational capability declaration decision.
