Force XXI: What are the Implications for the U.S. Army Signal Corps?

Abstract

Both the U.S. Army and its Signal Corps are facing enormous challenges as these institutions begin to deal with the possibilities of the FORCE XXI Army. The evolving operational doctrine of this future Army will totally alter our vision of warfare and the techniques, tactics and procedures required to win it. The requirements for command, control and communications will have to be redefined in light of this new doctrine. New Signal Corps doctrine will emerge and drive changes in force structure and operational procedures. In turn, the 21st century Army will require a new kind of Signal leader. This paper examines the implications of the FORCE XXI Army on Signal Corps. The paper explores the changes required in Signal Corps doctrine and leader development. The conclusions and recommendations are aimed at highlighting the direction the Signal Corps needs to take as it moves into the 21st Century.
