Reform of the Weinberger/Powell Doctrines: New Criteria for a New World Order.
Abstract
In the past, leaders of the United States have used several different frameworks to decide if they should commit their armed forces to combat operations. Frameworks, like the Weinberger and Powell Doctrines are no longer appropriate. The United States needs a new framework to guide these deliberations. This paper demonstrates that traditional frameworks are no longer appropriate and that current guidance is scattered over a myriad of publications. This essay proposes reforms to the process of political debate and a single, simple framework that can guide the debate. The framework is applicable to all potential combat operations.
