Role, Organization, and Functions of Joint Movement Control in Reception, Staging, Onward Movement and Integration.
Abstract
In the post cold war era we have become dependent on strategic deployment to project our forces throughout the world. The movement control during the deployment and employment of joint forces is a critical component of the command and control system. Reception, Staging, Onward Movement and Integration (RSO&I) is critical in the deployment and employment of Joint forces into a theater of operation. If we cannot adequately control the RSO&I process then we will loose momentum and delay providing the combat power to the Joint Force Commander. Several improvements to the role, functions, and organization of the Joint Movement Center (JMC) are recommended. Joint doctrine must be changed to provide authoritative guidance that establishes movement control as a joint function and not a Service responsibility. It must provide for specific manning for the core of the JMC. The JMC and Service component movement control elements must be a unity of effort organized under a single command authority - the Joint Force Commander. The joint movement control system must also be provided with the appropriate technology to control movements for the Joint Force Commander.
