The UN and NATO in Bosnia: Center of Gravity Analysis Can Bring Clarity and Focus to Multinational Peace Operations.

Abstract

This paper uses the current conflict in Bosnia to illustrate the importance of using the Center of Gravity concept in Multi-national peace operations. It argues the concept can be used to explain the inability of the UN & NATO leaders to agree on a course of action to resolve the conflict. The paper includes a brief history, discussion of UN policy arms, identification of strategic and operational centers of gravity for the UN and Bosnian Serbs and finally shows how, in terms of a Center of Gravity Cycle, the two were off track but then came together.
