Special Operations Forces Doctrine in Haiti.
Abstract
This study investigates the role and appropriateness of Special Operations Forces (SOF) doctrine in Haiti during the planning of Operation UPHOLD DEMOCRACY, 1993 through 1995. The study reviews the current SOF and joint doctrine available to planners for the planning of these operations. It also includes a review of the organizations that were involved in the operation. Operation UPHOLD DEMOCRACY provides a recent and complicated operation in which to study SOF doctrine. An operation in which all of the services were involved and one that included a major role for SOF planners from direct action missions to foreign internal defense missions. This case study also provides the opportunity to investigate the relationship between the current SOF doctrine written and what is actually used by the planners to accomplish their tasks at different levels. This study promotes the use of the current SOF doctrine but amplifies the need to increase its study and usage by conventional minded planners. It also concludes that Special Operations Forces Doctrine requires frequent updating as new SOF capabilities and roles continue to change.
