Defense Depot Maintenance: DoD's Policy Report Leaves Future Role of Depot System Uncertain.

Abstract

As required by section 311 of the National Defense Authorization Act for Fiscal Year 1996, this report provides our analysis of the Department of Defense's (DOD) report, Policy Regarding Performance of Depot-level Maintenance and Repair, which was submitted to Congress April 4, 1996. Specifically, our analysis of the policy report addresses (1) the likely future role of defense depots, (2) the adequacy of the depot maintenance policy's content, and (3) the inconsistency of DOD'S policy with current statute and congressional direction in section 311 regarding the use of public-private competitions. Our recent depot maintenance testimonies discussed our preliminary findings on the policy report; this report provides our overall analysis.1
