Abstract
U.S. Army Woodbridge Research Facility (WRF) was used in the past as a major military communications center and a research and development laboratory where electromagnetic pulse energy was tested on military and other equipment. WRF is presently an inactive facility pursuant to the 1991 Base Realignment and Closure list. Past investigation activities indicate that polychlorinated biphenyl compounds (POBs) are the primary chemicals of concern. WRF is presently in the process of being turned over to the United States Fish and Wildlife Service (USFWS) to be used as a wildlife refuge and training facility. This task calls for provision of the necessary staff and equipment to provide remedial investigation/feasibility study support for the USAEC BRAC Program investigation at WRF. This Sampling and Analysis Plan, Addendum 1, Field Sampling Plan presents the sample location and rationale for additional samples required to complete the RI/FS; and the Quality Assurance Project Plan presents any additional data quality objectives and proposed laboratory methods for chemical analysis of samples.
