Contract Pricing: Pricing of F-16 Mid-Life Update Program Contracts.

Abstract

As requested, we reviewed the pricing of selected contracts and sub contracts awarded under the F-16 aircraft Mid-life Update (MLU) program. The MLU program is designed to develop, produce, and install upgrades to F-16 fighter aircraft owned by Belgium, Denmark, the Netherlands, and Norway to improve their performance. We determined (1) if the rates and factors used to price two selected prime contracts were the same as those used to price contemporaneous U.S. government contracts, (2) how Air Force negotiation officials used the Defense Contract Audit Agency's' (DcAA) recommendations in negotiating the prime contract prices, and (3) if the material and subcontract costs included in the prime contract prices were fair and reasonable. Also, as requested, we reviewed the pricing of two selected sub contracts. This report does not contain proprietary data under 18 U. S. C. 1905.
