Report of the Defense Science Board Task Force on Logistics Modernization.

Abstract

The Defense Science Board (DSB) Task Force on Logistics Modernization was tasked to identify existing logistics-related technologies that would reduce costs while providing enhanced readiness, deployability and sustainment. Additionally, the Task Force was asked to develop investment strategies. Weapons systems Operating and Support (O&S) costs now amount to approximately $65 billion per year. The Task Force concluded that significant opportunities exist to reduce these costs and recycle the savings into modernization, while actually enhancing readiness. Principal opportunities for saving money lie in these general areas: Improvements in overall logistics system processes; Reductions in the cost of ownership for new systems and major upgrades; Development of technologies with payoff in reducing O&S costs; Outsourcing of significantly more logistics functions; Reductions in O&S costs of fielded systems through reliability enhancements. The Task Force determined that substantial savings and readiness improvements can be obtained by taking advantage of available technology in two areas: Reliability and maintainability (R&M) improvements for fielded systems; Logistics information systems. The Task Force recommended that DoD pursue investment strategies principally in these two spheres, but included several other areas of opportunity. The Task Force recommendations are as follows: Building on PBD 714, institutionalize a process that will encourage adequate investment in R&M enhancement; Revise the process for developing logistics management information systems; Encourage the use of simulation in planning logistics, and the inclusion of logistics constraints in combat simulations; Expand the use of self-paced, computer-based maintenance training; Expand the use of automated diagnostic aids; Exploit information technology in the Joint Logistics and Battlefield Awareness
