Cost Report: Windrow Composting to Treat Explosives-Contaminated Soils at Umatilla Army Depot Activity (UMDA).
Abstract
This report documents the costs associated with the first full-scale use of windrow composting to remediate explosives-contaminated soils at Umatilla Army Depot Activity (UMDA) in Hermiston, Oregon. Managers of other sites with explosives-contaminated soils can use the results presented here to estimate the cost of applying windrow composting at their site. Full-scale remediation at UMDA costs $346 per ton of contaminated soil for approximately 14,800 tons of soil. Explosives concentrations were as high as 88,000 parts per million (ppm) for TNT and 1,900 ppm for RDX. Average concentrations before treatment were 190 ppm and 227 ppm for TNT and RDX, respectively, while concentrations after bioremediation were less than the 30 ppm cleanup goal for both TNT and RDX. The 1992 Record of Decision which selected windrow composting as the treatment method for remediating the explosives-contaminated soils at UMDA specifies the cleanup goal of <30 ppm each for TNT and RDX. The cost data are presented using the Remedial Action Work Breakdown Structure (RA-WBS), the standard cost methodology for remediation work accepted by the Federal Remediation Technologies Roundtable. The RA-WBS identifies both fixed and variable cost elements that can be scaled to meet some site-specific conditions.
