Abstract

Although both new and established airlines experience infrequent accidents, new airlines have higher rates, on average, than do established carriers. This does not mean that new airlines do not provide safe transportation, but it does demonstrate the need for better targeting of the Federal Aviation Administration's limited inspection resources. Page 18. Nearly 4 million Medicare beneficiaries have opted to join health maintenance organizations, yet Medicare does not provide them with comparative consumer guides that are routine with employer-based health insurance plans. Comparative information is available and should be packaged and distributed to help consumers choose among competing Medicare HMOs. Page 4. The United States in 1994 formed an international consortium to replace North Korea's nuclear reactors with a type that cannot be as easily used to produce materials for nuclear weapons. GAO cautions that the new reactors should not be commissioned until full liability protection is in place to protect consortium members from damages in case of a nuclear accident. Page 12.
