Military Retirement: Possible Changes Merit Further Evaluation.

Abstract

In recent years, U.S. armed forces have been affected by substantial changes, including the end of the Cold War, subsequent downsizing, and significant technological advances and associated increases in skill requirements for military personnel. Also, considerable changes have been made to the design of many civilian retirement systems over the past 2 decades. All of these changes, along with increasing federal budget pressures, have focused attention on whether the military retirement system is best designed to efficiently meet the needs of the Department of Defense (DOD) and members of the military services. As requested, GAO reviewed the military retirement system. Specifically, GAO addressed (1) military retirement costs, (2) the role of military retirement in shaping and managing U.S. forces, and (3) proposed changes to modernize the system and contribute to more efficient force management. As part of its review, GAO hosted a roundtable discussion on June 12, 1996, at which several current and former DOD officials, as well as compensation experts, expressed their views on those aspects of the military retirements system included in GAO's review.
