Educational and Other Nonprofit Institutions. Receiving DoD Prime Awards of Contracts, Grants, and Agreements for RDT&E Fiscal Year 1995.
Abstract
This report presents information on Department of Defense (DoD) prime awards of contracts, grants, and agreements for research, development, test, and evaluation (RDT&E) made to educational and other nonprofit institutions, including Federal, state, and local govemment agencies, during fiscal year (FY) 1995. Only those awards of contracts over $25,000 and all grants and agreements made to educational and other nonprofit institutions are included. The information is displayed in the two major RDT&E budget categories of (1) Technology Base and (2) Development in order to differentiate between the types of institutions that receive each type of funding. Discussion on the differences in the two major categories follows: (1) TECHNOLOGY BASE a. Comprised of two RDT&E budget categories: (1) 6.1 Basic Research; and (2) 6.2 Applied Research. b. Technology base funding is generally for programs performed by the academic parts of universities and colleges. 2. DEVELOPMENT a. Comprised of five of the seven RDT&E budget categories: (1) 6.3 Advanced Development; (2) 6.4 Demonstration/Validation; (3) 6.5 Engineering & Manufacturing Development; (4) 6.6 Management Support; and (5) Operational System Development (sometimes known as '6.7'). b. Programs involve engineering design of specific military systems, subsystems, or processes; construction and testing of prototypes; and other kinds of work. c. Development funding awarded to institutions of higher education is generally for programs performed by large laboratories administered by or affiliated with institutions of higher education, but organizationally separate and qualitatively distinct from academic parts of the universities.
