Final Technical Report on WR-ALC C-141 and TI Directorate Performance Measurement Assessment,

Abstract

This assessment reviews the performance measures used by the Warner Robins Air Logistics Center's (WR-ALC) C-141 Aircraft Production, Technology and Industrial Support Directorate and the 78 Air Base Wing Supply Division to measure their support of C-141 reparable and manufactured parts support in conjunction with C-141 programmed depot maintenance (PDM). The study determined that, as part of an ongoing business process reengineering project guided by WR-ALC's Reengineering Office, each organization is developing metrics which support their part of the production pipeline. However, there was no overarching metric being developed which all three organizations could use as a common metric to measure total production pipeline performance. Therefore, the study recommends the adoption of the C-141 Required Delivery Date (RDD), set during the C-141 PDM, as the common metric for measuring organizational performance in support of C-141 PDM production. The study also recommends a near-term review of in use and planned management information systems to ensure they meet the users' needs and expectations.
