Evaluation Models for Standards and Products.

Abstract

This paper describes two models, one for evaluating standards and the other for evaluating standards-based, commercial off the shelf (COTS) products. Their intended use is as an aid in making a selection among competing standards or standards-based COTS products, based on which can best serve the identified needs of a particular organization. The models were formulated based on interviews of professionals experienced in standards development. Each model consists of a set of evaluation criteria that were judged to be important determinants of successful standards and products. The standards evaluation model was further developed to contain assessment guidelines for each of its evaluation criteria. The models do not replace testing or other hands-on methods of evaluation, but rather use the results of such efforts to evaluate some of their criteria. A preliminary use of the standards evaluation model suggests that it can be a helpful tool, given that its limitations and its place within a total decision making process are understood.
