Evaluation Readiness and Sustainment Policy.

Abstract

The Specialist Team (ST) 3 on the Evaluation of Readiness and Sustainment Policy was set up by the DRG Panel 7 in January 1994 on the recommendation of the findings of the Exploratory Group (EG) on R&S Analyses. The ST was tasked to review and share existing approaches and then to recommend and develop methodologies to assist policy makers and planners. The focus was to be on two key problems: (1) flexible readiness to assist cost trade-off between peacetime options and transition to maritime readiness; (2) joint readiness to assess economies of joint multinational and coalition forces. This report addresses readiness evaluation from the point of view of capability generation. The main components of the problem are time evaluation and resource allocation subject to achieving benchmarks of operational capability standards.
