Abstract

This report responds to your request that we monitor and analyze U.S. preparations for the World Food Summit to be held in Rome, Italy, between November 13 and 17, 1996. This report addresses the following: (1) the origin, purpose, and financing of the summit; (2) the process used by member countries of the U.N. Food and Agricultural Organization (FAO) to prepare and negotiate a policy declaration and plan of action for approval by world leaders or their representatives; (3) the U.S. approach to the summit; (4) key issues that have arisen in the negotiations; and (5) the role and views of nongovernmental organizations (NGO). FAO was founded in October 1945 with a mandate to raise levels of nutrition and standards of living, to improve agricultural productivity, and to better the conditions of rural populations.
