Annual Report on Agreements for the Exchange of Defense Personnel Between the U.S. and Foreign Countries. Fiscal Year 1996.

Abstract

Since World War 1!, the U.S. Military Services and counterpart Services of friendly foreign governments have entered into agreements establishing military personnel exchange programs. In accordance with these agreements, each party provides for the reciprocal assignment of military personnel to substantially equivalent positions within the defense establishment of the other participating government. Similar agreements have been concluded for the exchange of civilian personnel in particular fields such as scientists, engineers, and intelligence analysts. The Office of the Secretary of Defense staff elements and Defense Agencies also participate in these programs. These personnel exchange programs are designed to foster mutual understanding between governments, by providing exchange personnel familiarity with the organization, administration and operations of the other. All such personnel exchange programs established by DoD Components continue the Defense Personnel Exchange Program.
