Abstract

The Corps of Engineers, along with all government agencies that provide significant services directly to the public, was directed by Presidential Executive Order to set customer service standards. The standard of quality was defined as 'customer service equal to the best in business.' Toward this goal, the Recreation Research Program (RRP, formerly the Natural Resources Research Program) initiated a study in 1995 to assess the needs of the Corps' recreational customers-the millions of visitors to recreation sites at Corps water resource projects-and to develop customer care standards and goals. Recreation researchers at Waterways Experiment Station (WES) first conducted pilot testing, and then developed a standard set of 'core' survey questions.
