Controlled Exchange of Configuration Management Data by Industry.

Abstract

In response to DOD's ongoing CALS effort, the Joint Engineering Data Management and Information Control System (JEDMICS) was developed as a repository for technical data at government sites with the overall intent of improving access to engineering data and drawings. Although establishment of this system has facilitated the access of government owned, contractor provided data, the majority of information contained in these repositories is still in the form of aperture cards and is not always readily accessible to be shared with other potential users. This thesis will examine the benefits and potential cost savings applicable to the Navy's CALS program. Specifically, the potential cost savings associated with implementing a regionalized, shared JEDMICS database between the Naval Aviation Depot (NADEP) North Island, California, the Naval Air Technical Support Facility (NATSF) in Philadelphia, Pennsylvania, and McDonnell Douglas Aerospace in Saint Louis, Missouri will be discussed. The analysis will begin by reviewing the current and anticipated configuration management requirements for a specific Navy program (F/A-18) using existing information technology. A proposed consolidation of the same technical data between both government facilities and the prime contractor using a shared database with subscription based access will then be analyzed and cost comparisons presented.
