Simultaneous Independent Parallel Approaches in Canada Using Modernized Sensors and Displays,

Abstract

Transport Canada has recently completed the Radar Modernization Program (RAMP), which was a project to install 22 Terminal Surveillance Radars and 17 Independent Secondary Surveillance Radars, as well as Radar Data Processing Systems and Display Equipment for seven Area Control Centers and two Terminal Control Units. The RAMP Radar and Display System provides a significant increase in surveillance accuracy, display, and processing over earlier radar and display systems. At the request of Transport Canada, the Center for Advanced Aviation System Development (CAASD) at The MITRE Corporation analyzed the RAMP Radar and Display System and Canadian ATC procedures to estimate the potential for refining standards for simultaneous independent parallel ILS approaches. Conclusions are that the system has the potential to allow reduction in minimum runway spacing with some changes to current procedures. Further testing to verify the reduction is recommended, and suggestions for further improvements are included. Analysis and recommendations are also conducted for the Canadian Automated Air Traffic System (CAATS).
