The TRICARE Managed Care Support Contracts -- An Analysis of the Bid Price Adjustment and Resource Sharing Mechanisms.

Abstract

This thesis analyzes the primary question: what are the unique characteristics of the military's TRICARE MCS contracts, and are they functioning sufficiently to achieve the objectives of the TRICARE Program? In answering this question, the bid price adjustment (BPA) and risk sharing mechanisms are analyzed. The TRICARE Program is compared to past Military health care programs, and the considerations which led to the inclusion of the bid price adjustment (BPA) and risk sharing mechanisms are examined.
