Abstract

This report presents the background of the project from its conception as the Financial Management Improvement Program (FMIP) through its development into Project FMIP 77-2. It then describes the methodology developed and used by GRC to accomplish the study. The findings and recommendations are then addressed in terms of appropriation groups and then as alternative systems of classification structures designed to meet specified Navy needs. Finally, it addresses, as required by the contract, additional work necessary to complete the FMIP project and presents an estimated time frame and level of effort to implement the three alternatives developed
