The Tower of Babel: Interagency Dynamics in Noncombatant Evacuation Operations.

Abstract

Interagency dynamics play a key role in the success or failure of Noncombatant Evacuation Operations (NEO). A built-in tension exists between Department of State and Department of Defense. A review of doctrine and policy; a brief case study; organizational structure; planning procedures; and, issues regarding 'lessons learned' form the framework to examine the drivers of interagency dynamics and resultant implications for the operational commander. This study looks at liaison and how agencies can better communicate to improve operational readiness and mission accomplishment.
