Implementing the National Environmental Policy Act. A Program Design for the Army.

Abstract

Although the Army's general planning and decision-making processes for major program areas have been well-established, they do not always integrate NEPA considerations until it's too late in the decision-making process, if at all. This can add expense and delay. Army mission program proponents must be supported by a staff capable of serving as advocates to ensure that environmental issues are considered.
