The United States Marine Corps Military Occupational Specialty 9656: A Study for Greater Utilization.

Abstract

The Marine Corps' current utilization of its Officers designated with the secondary Military Occupational Speciality (MOS) 9656, Contracting Officer, is strictly limited to the Marine Corps Field Contracting Structure. This Field Contracting Structure is made up of only 22 billets, all which are designated for officers with a rank of either Captain or Major. This thesis researches the potential for utilizing 9656 designated officers into organizations outside the current Field Contracting Structure. It will present a set of criteria used to determine which potential organizations should incorporate a 9656 billet. Potential organizations were selected from the Marine Corps, the Department of the Navy, and other Department of Defense activities. This thesis also examines a proposed acquisition career path and its affect on the 9656 MOS. Recommendations regarding 9656 billet incorporation and the need for an acquisition career path are presented.
