Normalizing the Future Years Defense Program for Funding Policy Changes.

Abstract

The Future Years Defense Program (FYDP) is a repository of Planning, Programming, and Budgeting System resource data that shows the status of past, present, and proposed future funding for all Defense Programs. Over the past 15 years, DoD implemented a series of funding policy changes that make the current representation of the cost history of these programs inconsistent. These changes have affected total FYDP Operations and Maintenance appropriations and shifted funds between customer and centrally funded overhead accounts and between service and defense agency budgets. As a result, FYDP data are virtually unusable for preparing long-term trend analyses. This paper describes each of the funding policy changes, explains a method IDA used to adjust the historical data to match the funding policies now in effect for the current and future years, and presents summaries of the results.
