Foreign Assistance: Impact of Funding Restrictions on USAID's Voluntary Family Planning Program.

Abstract

For fiscal year 1996, Congress placed funding restrictions on the U.S. Agency for International Development's (USAID) voluntary family planning program. For fiscal year 1997, Congress also delayed the release of funds and required that they be apportioned at a rate not to exceed 8 percent per month. As you requested, we have reviewed the impact these restrictions have had on USAID'S family planning program and are likely to have in fiscal year 1998.
