Abstract

This Cost Comparison Handbook implements the cost comparison principles contained in 0MB Circular A-76. The purpose of the handbook is to provide detailed instructions for developing a comprehensive and valid comparison of the estimated cost to the government of acquiring a product or service by contract and of providing it with in-house, government resources. This handbook is intended to establish consistency, assurance that all substantive factors are considered when making cost comparisons, and a desirable level of uniformity among agencies in comparative cost analyses.
