Humanitarian Assistance Operations: The Basics.

Abstract

A paper identifying some of the basic challenges facing the JTF commander when participating in humanitarian assistance operations. The paper discusses: (1) How the decision is made to deploy military forces in support of humanitarian assistance operations, (2) The importance of a proper assessment survey in support of operational planning, (3) The coordination mechanisms used to interface with NGOS/PVOS and other relief organizations, and (4) Suggestions on how the JTF commander can overcome the problems associated with combined JTF humanitarian assistance operations.
