Operational Considerations for Employing Army Pre-Positioned Afloat (APA).

Abstract

This paper considers the key, time-sensitive operational decisions that the supported commander must make early in the planning phase of APA operations. The supported commander must determine the APA force module to employ, designate the theater of operations, and establish the structure for the operational functions of C2, protection, and logistics. These key decisions represent the decisive points that facilitate successful APA employment. Operation Vigilant Warrior (OVW) is used to facilitate an assessment of the importance of these operational decision. As our most recent operational experience in deploying APA assets under crises conditions, OVW provides a superb example of the impact that these critical decisions have on mission success.
