Record of Decision Barnum Road Maintenance Yards. Fort Devens, Massachusetts.

Abstract

Fort Devens is a Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) National Priorities List site which is located in Middlesex and Worcester Counties and is within the Towns of Ayer, Harvard, Lancaster and Shirley, Massachusetts. There are 73 Study Areas (SAs) and Areas of Contamination (AOCs) at Fort Devens which are currently under investigation. The Record of Decision relates to the Barnum Road Maintenance Yards (AOCs 44 & 52). The site is situated in the northeast corner of the Main Post near the Barnum Gate (Figure 1) and approximately one mile southwest of the Town of Ayer Route 2A/110 intersection. This Decision Document presents the selected remedial action for the Barnum Road Maintenance Yard operable unit, developed in accordance with the CERCLA of 1980, as amended, 42 U.S.C. 9601 et sea. and the National Oil and Hazardous Substance Pollution Contingency Plan (NCP), to the extent practicable, as amended, 40 C.F.R. Part 300. The Fort Devens Base Realignment and Closure (BRAC) Environmental Coordinator, the Deputy Assistant Secretary of the Army (Environmental, Safety, and Occupational Health), and the USEPA Region I Administrator have been delegated the authority to approve this Record of Decision. The Commonwealth of Massachusetts has concurred with the selected remedy. A copy of the declaration of concurrence is included as Appendix D of this ROD.
