Abstract

This handbook is designed to assist with our facilities investment decision-making through application of economic analysis and to provide consistent guidance for documentation of your decision for Department of the Navy and Congressional approvals. It provides economic analysis policy and procedures and should be used all Navy commands and field offices who prepare economic analyses.
