Requirements Assessment and Integration of the United States Army Reserve and the Army National Guard into the Army Acquisition Corps.

Abstract

In order to comply with the provisions of Public Law 101-150, Title XII, the Defense Acquisition Workforce Improvement Act (DAWIA), the Department of the Army is required to integrate the United States Army Reserve (USAR) and Army National Guard (ANG) components as functional elements of the Army Acquisition Corps. Amidst the ongoing Department of Defense acquisition reform initiatives, budgetary reductions, and system development and force restructuring, the progress towards achieving this integration goal has been ambiguous. This research effort investigated numerous subjects pertaining to the relative scope and requirements of potential USAR/ANG acquisition- related activities; identified skill qualifications and personnel management issues; evaluated statutory provisions and potential waiver requirements; and addressed USARIANG implementation plan(s).
