Determining Staffing Levels for Contingency Contract Administration Support

Abstract

The purpose of this thesis is to investigate different manpower models used by CONUS contracting offices which may be of use in determining CCAS team personnel requirements. In this research effort I intend to answer the following question: 'which of the most commonly employed CONUS manning model methodologies offers the best practical solution to the problem of staffing a contingency contracting operation?'
