A Review of the Department of Defense's Program for Breast Cancer Research.

Abstract

Pursuant to cooperative agreement number DAMD 17-96-2-6002 to the National Academy of Sciences for support of the Institute of Medicine's Committee on Breast Cancer Research, the U.S. Army Medical Research and Materiel Command requested the committee to review the management and funded research portfolio of the Command's Breast Cancer Research Program (BCRP). The committee was also asked to review the research portfolios of other major breast cancer research funding agencies and to make recommendations on BCRP management and program achievements, and areas of research where additional emphasis is needed. In the enclosed report the committee concluded that the BCRP fills a unique nich among public and private funding sources and that the program has established a fair peer- review system and broad-based research portfolio by stimulating scientists from a wide range of disciplines to participate as applicants, reviewers, and advisors. The committee recommended continued support of the BCRP and stabilization of its funding. The committee also recommended that the BCRP develop tools to evaluate the effectiveness of its various funding mechanisms and consider establishing a permanent non- Army scientific oversight group which would be responsible for quality assurance and program evaluation activities.
