Abstract

Implement energy conservation retrofits in 44 buildings. (Current mission) REOUIREMENT: This project will contribute toward achieving Department of Defense facility energy goals of a 20-percent reduction in energy use per gross square feet by FY2000 versus FY1985 baseline levels. This project will save $124,184 annually, resulting in a 5.9-year simple payback and a savings to investment ratio of 2.25. The annual energy savings is 2,188 MBTU of electricity, 3,277 MBTU of fuel oil and 4,242 MBTU of propane. All buildings and retrofit actions will be in active use throughout the amortization period. Unnecessary energy is currently being consumed for space heating and cooling systems, lighting systems, and generation of domestic hot water in facilities. If this project is not accomplished, an annual energy and operations and maintenance expense of $124,184 that could be avoided will be incurred. ADDITIONAL: This project has been coordinated with the installation physical security plan, and no security improvements are required. This project incorporates recommendations of an Energy Engineering Analysis Program Limited Energy Study performed under Contract No. DACA05-92-C-0155.
