Abstract

Fort Belvoir is a permanent United States Army installation located about fifteen miles south of Washington, D.C., in Fairfax County, Virginia. The facility consists of offices, research and training facilities, family housing and barracks. The Energy Savings Opportunity Survey (ESOS) for Fort Belvoir is a project to improve energy efficiency of the buildings by analyzing selected energy conservation opportunities (ECOs) indicated in the scope of work and making recommendations for other ECOs which may be applicable. This project is funded under the National Energy Conservation Policy Act (NECPA). ESOS projects have the prime objective of evaluating energy conservation opportunities (ECOs) in quest of meeting the goals of the NECPA, the Army Energy Plan and the Department of Defense Energy Management Plan.
