Abstract

One objective of this study is to determine whether the proposed EMCS meets the minimum requirements for military construction related to energy conservation. These minimum requirements are expressed in References 2 and 3. The EMCS is to be justified on the basis of dollar savings over its 15-year life. Another objective of this study is to establish the magnitude of the project, in terms of project cost, energy saved, and number of buildings effected.
